I have little to no information about this person. If anyone could help, I would be very greatful.

1930 Census
Frank is 18 years old and an inmate in the Missouri Reform School in Boonville, Cooper county, Missouri.

1940 Census
Have not been able to find this census record for Frank.

National News
News story is on the top right of the page. This story was picked up by hundreds of newspapers across the country in May 1976. The story mentions Frank Utnage and his wife Evelyn. It also mentions his daughter, Marcie LaDisa and her husband.

Social Security application
Frank applied for his social security card in Nebraska. I have sent off for a copy of his original application so that I can narrow down where in Nebraska he was at and a specific date that he applied for the social security card.

Actual Social Security application
When going through my files, I had forgotten that there was this other social security application that I had received a few years ago. This what I got back when I sent off for Frank´s social security application form back in the late 1990s. I asked my grandpa if had ever heard of Frank Bixby and if he knew why I would have rececive it instead of a form for Frank Utnage. Grandpa called him a scoundrel and said he tried to cause John & Nona trouble, but that is all he would say.

If you look at the socail security numbers on both images, they are the same. I know that Frank was in the juvenile detention facility for boys in 1930. I know from doing research to see if I could get ahold of the records regarding why he was there and/or when he was released, I discovered that was a bad place for boys to ever be sent for any reason. The facility closed several decades ago and then became a minimum security prison for men. I also know that Frank was listed on the 1920 census as living with John and Nona as their son.

Having said all of that, if you look on the actual application form, Frank has put down his mother as Nona McIntosh, but his father is John Bixby. He also listed that he was born in Fornfelt, Scott County, Missouri. I have searched all of the census records for 1910 and 1920 in Scott County, Missouri, looking for a John Bixby. Oddly enough, I could not find anyone named Bixby at all. The closest John Bixby I found was a few years older than Nona and renting a room in Chicago. Maybe there was a John Bixby somewhere who really was Frank´s father. Maybe Frank was just really upset with his father for sending him to that horrible juvenile center and thought he would cause him some problems when he got out. Realistically, I don´t have enough information to know for sure what the reasoning behind this was. I can only guess. So please don´t take any of this as fact. It is all, purely speculation on my part.

Frank puts his wife´s name on the application as Leta K. Weber. They are living at 228 South 10th Street in Lincoln, Nebraska as of the date of the application, 19 Aug 1940. Frank does not put an employer´s name down, which means he either was not employed at the time or he did not want to put the info down on the form. He also put down that his birthday was 08 Jul 1912, instead of 1911. However, I can attribute that one year difference as a typo done by someone doing data entry at the Social Security office.
